Mr. Gard-Weiss is performing the duties of the Deputy Under Secretary of Defense for Intelligence and Security (DUSD(I&S)). Mr. Gard-Weiss assumed the position of the Executive Director in the Office of the Under Secretary of Defense for Intelligence & Security (OUSD(I&S)) on February 27, 2023. In this role, Mr. Gard-Weiss supports the USD(I&S) and DUSD(I&S) in exercising authorities related to intelligence, counterintelligence, and security for the Department of Defense. The Executive Director is the OUSD(I&S) senior career official and is focused on the alignment, integration, advocacy, and oversight of the Defense Intelligence and Security Enterprise.
Prior to joining the Office of the Secretary of Defense, Mr. Gard-Weiss was the Deputy Director of National Intelligence (DDNI) for Policy and Capabilities (P&C) in the Office of the Director of National Intelligence (ODNI) where he worked to ensure the Intelligence Community (IC) was postured for the threats and challenges of an uncertain future through strategy, policy, and capabilities development. At the ODNI, he also served as the Associate Deputy Director of National Intelligence for Enterprise Capacity helping lead the organization responsible for IC resources, workforce, systems, technology, acquisitions, and infrastructure.
Mr. Gard-Weiss previously served as the National Geospatial-Intelligence Agency’s Associate Director for Enterprise, responsible for leading and managing U.S. and international Geospatial-Intelligence (GEOINT) community partnerships, executing the GEOINT Functional Manager authorities, and chairing the U.S. GEOINT Committee of Record. He has worked on the staff of the Chief of Naval Operations at increasing levels of leadership and responsibility, including as the Acting Deputy Director of Naval Intelligence and as Assistant Deputy Director of Naval Intelligence / Assistant Head of the Naval Intelligence Activity, delivering comprehensive intelligence to Navy leadership, representing the Navy as a member of the IC, and managing and overseeing the Navy’s intelligence activities. He also served at the Defense Intelligence Agency’s Joint Interagency Task Force - Combating Terrorism as the Deputy Counter Terrorism (CT) Mission Manager, helping lead the Department of Defense's CT Intelligence Enterprise. Mr. Gard-Weiss began his career as an intern at the Office of Naval Intelligence (ONI) managing the Navy’s foreign intelligence relationships.
Mr. Gard-Weiss earned a BA in International Relations from Brown University and an MBA from Northwestern University’s Kellogg Graduate School of Management.
